The Rehancement Group, Inc. (TRG) is seeking an Environmental Compliance Technical and Policy Lead to support ODASN(E) environmental, energy, and resilience initiatives. This position serves as the Project Manager (PM) alternate (Deputy PM) in accordance with PWS 1.14.9, providing continuity of leadership, execution oversight, and Government coordination in the absence of the PM.

In addition to leadership responsibilities, this role serves as the primary subject matter expert for data-related efforts. The position integrates environmental compliance, policy execution, and data-driven analysis to support senior leader decision-making in a high-tempo Secretariat environment.

Location: Onsite at the Pentagon, Washington, DC (limited hybrid potential based on Government space availability).
Hours: 0800 to 1630, Monday – Friday (may flex based on Government mission requirements).
Travel: Contractor travel is anticipated throughout the period of performance.
Clearance: Active SECRET clearance required.
Citizenship Requirement: Must be a U.S. Citizen.

Client: U.S. Navy, Office of the Deputy Assistant Secretary of the Navy (Energy) – ODASN(E).

Key Responsibilities:
  • Provide technical and policy support for environmental compliance, energy resilience, and installation infrastructure initiatives.
  • Serve as the designated PM alternate, maintaining continuity of operations, tasking oversight, and Government engagement when required.
  • Support oversight of tasking execution, ensuring alignment with ODASN(E) priorities and Government timelines.
  • Lead coordination across functional areas to ensure integrated delivery of policy, technical, and reporting requirements.
  • Lead data management, integration, and analytics efforts supporting energy and environmental programs.
  • Design and implement data workflows, including ingestion, normalization, cleansing, validation, and hosting.
  • Develop and deploy data-to-decision dashboards and reporting solutions to support ODASN(E) requirements.
  • Integrate and manage data across multiple Government systems to support reporting, analysis, and decision-making.
  • Support AEPRR and other statutory reporting through data validation and reconciliation.
  • Apply advanced analytics to identify trends, risks, and performance gaps.
  • Support automation of reporting processes using tools such as Power BI, Tableau, Python, and related technologies.
  • Develop senior leader briefings, RFIs, and formal correspondence based on data-driven analysis.
  • Coordinate with ASN(EI&E), OPNAV, NAVFAC, CNIC, and Marine Corps stakeholders to ensure compliance and alignment.
Technology & Systems Familiarity:
  • Microsoft Office Suite (Word, Excel, PowerPoint, Teams).
  • Advanced proficiency with data analytics and visualization tools such as Power BI or Tableau.
  • Experience with data processing tools such as Python and SQL.
  • Data lifecycle management including normalization, cleansing, integration, hosting, and governance.
  • Dashboard development, deployment, and maintenance.
  • Government data systems and enterprise reporting environments.
Required Qualifications:
  • U.S. Citizenship is required.
  • Active SECRET clearance required.
  • Bachelor's Degree in Environmental Science, Engineering, Data Science, or related field is required.
  • Minimum of seven (7) years of relevant experience is required.
  • Experience supporting DOW environmental, energy, or data-driven programs is required.
  • Demonstrated ability to support or lead execution in a headquarters or Secretariat-level environment is required.
  • Strong experience in data analytics, data integration, and visualization as a primary functional responsibility is required.
  • Experience developing dashboards, automating reports, and supporting data-driven decision-making is required.
  • Strong analytical, writing, and coordination skills are required.
Preferred Qualifications:
  • Experience supporting DOW or Service-level Secretariat EI&E, Energy, or Installations programs.
  • Familiarity with Federal environmental statutes and enterprise data/reporting architectures.
  • Experience supporting leadership roles, tasking coordination, or acting in an alternate lead capacity.
